If Revive Adserver is hosted on the same domain as the website that hosts its tags, such cookies will be first party cookies. Their usage is still disciplined by GDPR or other cookie laws, but they are normally accepted by browsers.
In all other circumstances, however, such cookies fall under the category called third party cookies. Some browsers do not accept them by default.
Some features in Revive Adserver require cookies to work.

Delivery capping (and blocking) require cookies to work. If Revive Adserver detect that the browser is not accepting cookies, it will not serve any delivery capped banner, unless the Show capped ads if cookies are disabled checkbox is selected.
Conversion tracking
Conversion tracking requires cookies to be set in order to link actions to ad impressions or clicks. Without cookies the whole functionality cannot be used.
Disabling all delivery cookies
Starting with version 5.6.0 it is possible to enable a setting that prevents any delivery cookie from being set. In that case the following happens:
Delivery capping
Delivery capped banners will be served as if no capping was set. All delivery capping settings will be ignored.
Conversion tracking
Conversion tracking is disabled both in the admin UI and during delivery.
